Claudia Barberis

Claudia Barberis is the Chief of the Human Resources Management Section at UNCTAD in Geneva, Switzerland.  She has more than 30 years of professional experience in the UN system and the private sector, having worked in various areas including executive management, human resources,  administration, and marketing & sales.
Her initial experience with the UN system began in 1991 in Vienna, Austria having worked with UNIDO and UNDP.  In 1997 she joined the United Nations Secretariat in New York in the Office of Human Resources Management (OHRM) after successfully passing the National Competitive Examination (NCE) in Administration.  She has since held positions in different Departments of the UN Secretariat including in the field with the Peacekeeping operation in Bujumbura, Burundi.
During her early career in the private sector, Ms. Barberis held positions in Vienna, Austria and Quito, Ecuador providing her with broad experience in advertising, marketing, sales, and strategic communication.
Ms. Barberis holds a master’s degree as Commercial Engineer and a bachelor’s degree in business administration from the Pontificia Universidad Católica del Ecuador (PUCE), Quito, Ecuador. 

Joni Musabayana

Mr Joni Musabayana is the Director of the ILO Decent Work Team and Office for the Caribbean based in Port of Spain.
Prior to his current role Mr Musabayana served as Director of the ILO Pretoria Decent Work Team, leading technical support for 18 countries in Eastern and Southern Africa. He was also Director for the Country Office politically and administratively covering Botswana, Eswatini, Lesotho and South Africa.
Mr Musabayana first joined the ILO in 1992 as Project Officer at the ILO Country Office for Zimbabwe and Namibia in Harare. He has since held many positions with the Organization.  His other previous roles include Global Coordinator for the ILO Start and Improve Your Own Business Programme in Geneva, as well as Enterprise Specialist at the ILO Regional Office for Africa in Addis Ababa.
Before joining the ILO, Mr Musabayana worked for the Zimbabwe Ministry of Higher Education and the Employers’ Confederation of Zimbabwe.
Mr Musabayana has a Doctorate in Business Leadership from UNISA School of Business Leadership, as well as a Master of Business Administration (MBA) and a Bachelor of Science (BSc) in Political Science and Public Administration from the University of Zimbabwe. He also has a Diploma in Training Management, and a Diploma in Computer Programming.

Kazumi Ogawa

Ms Kazumi Ogawa is the Director of the UN Mine Action Service. 
With nearly 30 years of diverse experience within the United Nations system, Ms. Ogawa has served the Organization worldwide, including in the former Yugoslavia, Eritrea, the Democratic Republic of the Congo, Central African Republic, Geneva, and New York. 
She began her career in the United Nations Secretariat (New York) in 1994 in the Department of Public Information. During the course of her career, Ms. Ogawa has worked in the areas of development, political affairs, crisis management, human rights, public information, and human resources. She was most recently the Deputy Director for Central and Southern Africa and the Great Lakes. Prior to that, she was the Principal Coordination Officer for Europe at the United Nations Human Settlements Programme (UN-Habitat). She served as Director of Human Resources at the United Nations Educational, Scientific, and Cultural Organization (UNESCO), from 2019 to 2023, and was the Chief of Staff of UN-Habitat in Nairobi, Kenya, from 2016 to 2019. 
Ms. Ogawa holds a Master of Arts degree in East Asian Studies, obtained in 1992 from the University of Hawaii (USA) as an East-West Center Scholar. She has a Bachelor of Arts in International Relations and a Bachelor of Science in Mass Communication and Public Relations from Boston University (USA).

Peter van Rooij

Mr Peter van Rooij is the Regional Director of the ILO Regional Office for Europe and Central Asia, a position he has held since 1 March 2026.  Immediately prior to his current appointment, he served as the Director of the ILO’s Multilateral Partnerships and Development Cooperation Department at headquarters in Geneva.
Since joining ILO in 1995, Mr van Rooij has served at headquarters in Geneva in different capacities, including on donor coordination, in development projects and activities related to employment and microfinance, managing a project on knowledge management and worked as Advisor to the Bureau for Employers’ Activities in Geneva, in addition to a staff exchange with the Michelin company.  He has served as the Deputy Director and Country Director of the ILO Jakarta Office covering Indonesia and Timor Leste, as Director of ILO’s Decent Work Team for North Africa and ILO Country Office for Egypt, Eritrea, Sudan and South Sudan based in Cairo and as Deputy Regional Director for the ILO for Africa in Abidjan.
Before joining the ILO, Mr van Rooij worked as Field Implementation Officer at the United Nations Capital Development Fund (UNCDF) in Khartoum, Sudan. He holds a Masters’ Degree in Economics from the Wageningen Agriculture University, the Netherlands.

Delphine Dall’Agata

Delphine Dall’Agata currently acts as Learning Innovation Officer at the International Training Centre of the ILO (ITCILO), a United Nations agency that provides professional training for the world of work. Over the past 7 years, her work has focused on designing and facilitating innovative online and in-person learning events in over 10 countries. 
As a UN Innovation Fellow, she actively advocates for forward-thinking experimentation and co-creative solutions at the crossroads of innovation and inclusion. In 2023, she was nominated as one of the 30 Under 30 members of the Learning Technologies Exhibition & Conference, which spotlights the next generation of global leaders in the learning and development field. Before joining the ITCILO, she was a Fulbright Scholar for the U.S.-Italy Fulbright Commission. She holds a Bachelor’s Degree from Dickinson College (USA) and a Master’s Degree from the Turin School of Development (Italy).
