Adam Bouloukos

Adam C. Bouloukos, PhD, is a US national with 30 years of experience in the United Nations, international NGOs, and academia in public policy formulation, research, fundraising, and institutional capacity building at local, national, and global levels. Currently a Professor of Emergency Preparedness and Homeland Security, University at Albany.

Dr. Bouloukos held the following positions: Director , UNRWA -West Bank, UNDP Resident Representative in Saudi Arabia, Country Director of the Norwegian Refugee Council in Uganda, Deputy HC in Ethiopia, Director UNISDR during the adoption of the Sendai Framework for Disaster Risk Reduction, various UNOPS positions including Representative in Switzerland, Director of Outreach and Partnerships in Denmark, Representative in Sudan, Earthquake Response Coordinator in Pakistan, Deputy Rep in Afghanistan, and UNODC in both Vienna and Afghanistan.

PhD in Criminal Justice and a BA in Sociology. Portfolios under his responsibility ranged in size from $10 to $300 million. Substantive expertise in rule of law, counter-narcotics, border control, human trafficking, forced migration, refugee support, management, fund-raising.
